There are many North American cities whose downtowns have been taken over by homeless drug addicts. It is a political hot potato that most politicians shy away from. NYC got rid of the porn theatres and peep shows on Times Square in the 1970s to make the area safer and tourist friendly. Something similar needs to happen again in many places.
