Why are we pointing the finger at Japan when every Fed Chairperson since Greenspan kept rates artificially low?

By definition, a black swan is an unforeseen event. The fake booms in housing and tech stocks were all driven by low interest rates. People on the street are well aware that no economy can last forever on easy credit. The only surprise is how long we've been able to defer the actual pain.
